The law on the prohibition of alcohol in the PET packaging will be amended

Alcohol PET packaging MOSCOW – Senators Mikhail Shchetinin and Irina Gekht proposed to eliminate loopholes in the law on state regulation of production and turnover of alcohol products, removing the possibility of retail beer sales in a large PET container, the Parliamentary Newspaper reported.

Earlier it was reported that since January 1, the law prohibits the production and turnover of alcoholic beverages in a polymer package of more than 1.5 liters. But in the text of the document there is an important, in terms of senators, addition – the restrictions do not apply to retail sales. “This exception was allegedly left for entrepreneurs to sell off accumulated stocks of large-volume alcohol,” the parliamentarian explained.

The final term for a full “sale” was fixed on July 1 of this year. According to the calculations of officials, by this time traders should realize all produced “non-format” goods, but there will still be no new receipts.

On July 20, State Duma deputies adopted in the first reading a bill that allows domestic entrepreneurs to restart production of beer in a large-size package, provided that all products are exported. It is assumed that in countries such as Mongolia, Kyrgyzstan and China, there are no restrictions on the packaging of alcohol, and therefore they are supposedly happy to buy a Russian foam drink.

After setting limits on plastic packaging of more than 1.5 liters, the Russian beer market, according to various estimates, fell by 5-7%. In addition, in Eastern Siberia and the Far East, the manufacturers of the foam drink were on the verge of survival: there is no production of glass bottles and aluminum cans.

According to the authors of the bill, due to the reduction in the domestic beer market, it is necessary to reorient local production for the production of beer in PET-containers for export.

According to Rosstat, beer production has been steadily declining in recent years: in 2009, 109 million hl were produced, in 2010 – 98 million, in 2011 – 99 million, in 2012 – 98 million, in 2013 – 89 million hl (a drop of 8.5% by 2012).
