Overview of the Project
Indorama Ventures, in partnership with the Bangkok Metropolitan Administration (BMA) Education Department, has successfully completed its Sustainable Plastic Waste Management Project. Running from 2023 to 2025, the initiative transformed classrooms into hubs for environmental education and community engagement. Film Recycling
By directly involving teachers, students, and local communities, the project created a culture of waste separation and PET plastic recycling at the source. Over three years, it engaged more than 31,200 participants, making it one of Bangkok’s most impactful
sustainability-driven education campaigns.
Building Awareness at the Source
The project was launched to address a major urban waste challenge: recyclable PET plastics ending up in general waste streams instead of re-entering the circular economy. Its mission was clear:

Activity 2: PET Train the Trainer
Now in its second year, this initiative trained 40 teachers from 20 schools to deepen their waste management skills.

Activity 4: PET Collection for Recycling
In collaboration with WasteBuy Delivery Co. Ltd., schools collected over 3.5 tons of PET bottles in 2025, equivalent to a fully loaded six-wheel truck. This effort reduced landfill volume by more than 11 cubic meters. All bottles were processed at Indorama

RECOUP Report on Fraudulent Claims of Recycled Content in Plastic Packaging

RECOUP has launched a significant report at RWM 2025 addressing the issue of incorrect and fraudulent claims of recycled content in plastic packaging.
The session, titled “Saving UK Plastic Recycling – Fraud, Recycled Content and the Way Forward”, brought together industry leaders to discuss systemic flaws undermining progress. Film Recycling

Background: Plastic Packaging Tax
The Plastic Packaging Tax was introduced to incentivize the inclusion of recycled content in packaging and stimulate infrastructure investment in the UK.
While well-intentioned, the tax has not achieved its expected outcomes.

In total, 1,591,000 tonnes of plastic packaging were exempt, an increase of more than 300,000 tonnes compared with the first year of the tax.

rPlanet Earth Closes: What It Means for PET Recycling in California
rPlanet Earth, once seen as a cornerstone of California’s circular economy, has officially closed its operations. The news has sent ripples through the recycling industry, raising concerns about the future of domestic PET recycling and the state’s ambitious sustainability goals. Film Recycling
Who Was rPlanet Earth?
Based in Vernon, California, rPlanet Earth was a vertically integrated PET recycler and packaging manufacturer. Operating from a 300,000-square-foot facility, the company transformed curbside bales of postconsumer PET into food-grade packaging.
In 2023, rPlanet Earth reported recycling 58 million pounds of PET, with all products made from up to 100% postconsumer recycled PET (rPET). Notably, 99% of the plastic it processed came directly from curbside recycling programs. Film Recycling
The Closure Announcement
The Association of Plastic Recyclers (APR) confirmed the closure, stating that rPlanet Earth represented about 4% of U.S. rPET capacity. According to the APR, the company struggled due to low demand, an oversupply of virgin plastic, and competition from low-cost imports.

Industry Reaction
Sally Houghton, Executive Director of the PET Recycling Corp. of California (PRCC), called the closure “devastating.” She stressed that rPlanet Earth was the only large-scale reclaimer processing Grade B bales, a category of PET with limited end-market demand.
Without rPlanet Earth, PRCC faces difficulties in finding markets for this material. Export options exist but at low volumes, and local demand remains uncertain. Film Recycling
Financial Investments and Support
rPlanet Earth’s facility was a $100 million project that had received significant financial backing over the years:
- 2016: New Market Tax Credit (NMTC) financing from Citi, MBS Urban Initiatives, and New Markets Community Capital.
- 2018: $2 million California Climate Investment loan from CalRecycle, plus a $3 million grant and tax incentives.

Despite these investments, the company could not withstand economic headwinds in the PET market.
Not the First Closure in 2025
rPlanet Earth is not alone in shutting down. Earlier in the year, Evergreen Recycling in Riverside closed part of its PET bottle processing operations, laying off 57 employees. Similarly, in June, Mexico-based Alpek S.A.B. de C.V. shuttered Clear Path Recycling in North Carolina, cutting 90 jobs.
These closures highlight a troubling trend in the U.S. recycling industry, with economic pressures and global competition squeezing domestic recyclers. Film Recycling
Policy Concerns and Risks Ahead
California’s Extended Producer Responsibility (EPR) law (S.B. 54) and mandated recycled-content law (A.B. 793) require sufficient rPET supply to succeed. Without strong domestic reclaimers, the state risks reliance on imports, undermining both environmental goals and local investments.
Houghton emphasizes that continuing and expanding the Plastic Market Development Payments (PMDP) is crucial. Increasing the payment to $300 per ton, she argues, would support reclaimers and safeguard California’s circular economy.
