-Asian paraxylene contract price fails to settle for second month in a row

Singapore — Discussions for the November paraxylene Asian contract price ended for a second straight month without a major settlement, market participants said Wednesday.

There was a partial settlement at $1,200/mt CFR Asia between ExxonMobil and China’s Yisheng Petrochemical, confirmed by counterparties.

The gap between the highest bid and the lowest remaining offers was $40/mt, at $1,200/mt CFR Asia against $1,240/mt CFR Asia.

“We were looking at how much upstream naphtha has fallen with respect to paraxylene, and considering the narrowing downstream purified terephthalic acid margins, we were not inclined to improve our bids beyond $1,200/mt,” a PX end-user said.

A producer said: “Given that Asian PX spot prices continue to remain firm and well above $1,200/mt, without any indications that there be more length in spot supply emerging before first quarter of 2019, we [producers] believe that the ACP value should reflect this. Also, given that the average of the October monthly price stands at around $1,290/mt CFR Taiwan/China, it is difficult for us to consider a value much lower than that.”

China- China Petroleum & Chemical Corp.  (Sinopec), Asia’s largest oil refining company, on October 30 lowered November prices of monoethylene glycol (MEG) in East China by 300 yuan (CNY) or USD43 per tonne due to weaker demand from the finished goods market, a source at the company told ICIS .

Thus, the November prices of MEG companies are now at the level of CNY7,200 per ton or USD1,035 per ton.

The company operates four MEG plants with a total capacity of 1.84 million tons per year.

Spot MEG prices in China declined in October.  So, on October 29, MEG spot prices were in the range of CNY6 790-6 850 per ton (USD976-984 per ton), whereas on October 8 they were CNY7 400-7 500 per ton (USD1 063-1 078 per ton).

MEG prices in the region have fallen as a result of the uncertain macroeconomic situation and weaker demand in the polyester yarn market.

-Italian chemistry already in line with the EU targets

(Italian Language Only)

The results of the Responsible Care report presented in Milan. In thirty years emissions in the atmosphere and in the waters reduced respectively by 95% and 78%.

In our country, the program was adopted by 1,651 companies associated with Federchimica, which with 30.3 billion euros represent 55% of the aggregate turnover of the chemical industry in Italy.

For safety, health and the environment, the companies participating in Responsible Care spend 2.6% of their turnover each year and make investments equal to about 20% of the total invested.

The results confirm that chemistry excels at an industrial level in the safety and health of employees, leaving behind now the image of a dirty and polluting sector.

As was noted yesterday, the Italian chemical industry is already in line with the EU objectives on climate change for 2020 and 2030, reduced greenhouse gases by 61% and improved energy efficiency by 55% compared to 1990.

Compared to 30 years ago, atmospheric emissions and effluents in water discharges drastically decreased, falling respectively by 95% and 78%.

-UK government hard Brexit contingency plans for chemicals unworkable – CBA

The UK government’s current contingency plans for the chemicals industry regulation in the event of no deal being agreed with the EU on its exit from the 28-country club is unworkable and will cause huge damage to the sector, the Chemical Business Association (CBA) said.

The current plan to transpose EU Reach legislation into UK law in the event of a no-deal Brexit could force UK chemicals companies to go through the cost and expense of Reach registration for a second time, with significant implications for the sector and downstream industries, the trade group said.

Regulatory compliance is key to EU market access, CBA chief Peter Newport said in a letter to the UK’s Parliamentary Under Secretary of State for the Environment Therese Coffey.

Converting EU Reach into UK law would necessitate the creation of a registered chemicals database equivalent to that held by the European Chemicals Agency (ECHA), and most UK companies do not own or have access to the necessary data.

-Moody’s: Proposed tax is credit negative for plastic packaging firms

The UK’s proposed plastic packaging tax could lead to an increase in recycled raw materials and alternative packaging being unavailable.

The government announced a consultation for a potential tax for plastic packaging products that contain less than 30% of recycled content.

Ratings agency Moody’s said the proposed tax is credit negative for plastic packaging manufacturers because it disincentivises the use of plastic packaging and as such has the potential to reduce industry growth rates.

Moreover, the required use of at least 30% recycled content to avoid the tax could drive up raw material prices for recycled materials and negatively affect the profitability of plastic packaging firms.
