South Korea Takes Bold Step to Improve Plastic Recycling Standards Aligning With Global Metrics and Promoting True Circular Economy Leadership in Asia’s Plastics Sector

The government of South Korea has taken a significant and forward-looking step in how it defines and reports plastic recycling. The reform marks a shift in favour of aligning with international benchmarks, with important implications for plastics manufacturing, waste management and plastic recycling sectors across Asia.

At the heart of the change is a decision to exclude thermal recycling—that is the process of incinerating plastic waste to generate energy—from the national plastic recycling rate. Under the current system, plastic waste burned for fuel has counted toward the recycling rate since 1999. By removing this from the official tally, the reported plastic recycling rate will drop—but the result will be a more credible measure of true material reuse.

True material plastic recycling refers to the process where waste plastics are reclaimed and re-processed into new plastic raw materials, rather than simply burned or used for energy recovery. In the current model in Korea, factories such as cement plants use discarded plastics as fuel. While this represents waste diversion, it does not create a recycled material with ongoing use within the plastics economy. The new approach recognises that distinction.

For stakeholders in the plastics value chain, the change means a number of practical shifts. Recycling companies will need to invest increasingly in advanced material recovery technologies and enhance traceability and quality of recycled plastics. Manufacturers or industrial operators that rely on plastic-derived fuel may face additional regulatory duties or altered reporting obligations. For example, when a country’s plastic recycling rate falls after redefining what counts, that signals a change in how the circular economy is measured and enforced.

Korea’s recalculation is significant. Previously reported figures included thermal recovery: for example a plastic recycling rate of 58.7 % in 2023 that included 12.5 % derived from burning plastic waste for energy. With the new definition, that number will be revised to reflect only true material plastic recycling—thereby offering a more accurate picture of circularity in plastics production and disposal.

This move also carries broader regional and global implications. As one of Asia’s leading industrial economies, South Korea’s redefinition sets a precedent for policy convergence across neighbouring markets. It signals to global supply-chain partners and buyers that recycled plastics from Korea will now be benchmarked against stricter international standards. This will enhance transparency, boost credibility of recycled materials in export-oriented contracts, and support the trend toward higher-value circular economies in plastics.

The government emphasises that industry and expert stakeholders will be engaged in consultation before drafting formal regulations. The collaborative approach aims to strike a balance between industrial viability and environmental responsibility, framing the reform not as punitive but as an evolution toward a low-carbon, high-value plastics ecosystem.

Responses from industry and global partners are expected to be mixed. Larger, vertically integrated players may more easily absorb investments in material recycling. Smaller operators or those focused on energy-recovery business models may face steeper adjustments. Nonetheless, the long-term outcome appears likely to be a plastics sector better aligned with global environmental, social and governance (ESG) trends. Opportunities for innovation in material-recovery technology, improved supply-chain transparency and cross-border market access rise accordingly.

In short, South Korea’s policy update delivers a clear benchmark for plastics value-chain optimisation, sustainable procurement and compliance planning in the region. By distinguishing energy-recovery from true recycling, it re-frames how plastic waste is counted, reused and valorised. For businesses, regulators and sustainability professionals alike, the message is clear: circular plastics require genuine material reuse, not just disposal or incineration.
