The Pyrolysis Process Behind So-Called Recycled Plastic

At the heart of the debate lies pyrolysis, a chemical recycling technology widely promoted as an innovative solution to plastic waste. In theory, pyrolysis converts plastic waste into pyrolysis oil, which can then be used as a feedstock for producing new plastic.

In practice, however, pyrolysis oil can only represent a small fraction of total industrial input. To maintain operational stability in large-scale production facilities, the oil must be blended with approximately 95% virgin petroleum-based naphtha.

This means that the resulting recycled plastic remains predominantly fossil-based. Despite this, the final product can still be marketed and certified as recycled plastic under current accounting rules.

Rather than reducing fossil fuel dependence, critics argue that this system effectively sustains it while presenting a greener public image.


Mass Balance Accounting and the Recycled Plastic Label

One of the most controversial mechanisms enabling this practice is known as mass balance.

Mass balance is an accounting method that allows recycled inputs to be allocated across total production output. For example, even if a specific package contains no physical recycled material, it can still be labeled as 100% recycled plastic if a portion of pyrolysis oil was used elsewhere in the production chain.

This system does not require physical traceability of recycled content in each product. Instead, it relies on bookkeeping allocations. While legal, this approach has drawn criticism from environmental analysts who argue that consumers are misled into believing they are purchasing products made entirely from plastic waste.

Under mass balance, recycled plastic becomes more of a statistical designation than a material reality.


Do Emissions Calculations Hide the Real Climate Impact?

Another controversial element involves the calculation of avoided emissions.

Companies often subtract hypothetical emissions that would have resulted from incinerating plastic waste. By comparing their process to a worst-case incineration scenario, they present recycled plastic as a lower-emission alternative.

However, life cycle assessments suggest that the full chemical recycling chain, from pyrolysis to polymer production, may emit 6% to 8% more CO₂ than conventional virgin plastic manufacturing. The claimed climate benefits appear only when theoretical avoided incineration emissions are included.

In other words, the environmental advantage of recycled plastic depends heavily on accounting assumptions rather than direct emission reductions.


Industry Influence and Certification Concerns

Certification schemes validating recycled plastic content are often managed by industry-linked organizations. This raises concerns about independence and potential conflicts of interest.

When auditors maintain commercial relationships with petrochemical companies, questions arise regarding impartiality. Critics argue that environmental performance assessments can be structured around favorable parameters, minimizing visibility of actual fossil fuel inputs.

As a result, environmental claims attached to recycled plastic packaging may not fully reflect the underlying material composition.

For consumers, this creates confusion. Packaging may appear aligned with circular economy principles, while in reality it remains deeply tied to petroleum extraction and refining.


The European Regulatory Turning Point

The European Union is currently moving toward a regulatory framework that could formally recognize mass balance as an acceptable method to demonstrate recycled plastic content. New rules could take effect as early as 2026, with similar approaches expected in the United Kingdom.

If adopted without stricter safeguards, critics warn that these policies may institutionalize greenwashing practices rather than eliminate them.

Meanwhile, petrochemical companies have intensified lobbying efforts while investing in long-term pyrolysis supply agreements. As demand for fossil fuels in energy declines due to renewable adoption, plastics are increasingly viewed as a strategic growth sector for oil and gas corporations.

In this context, recycled plastic plays a dual role: sustaining petrochemical infrastructure while projecting an image of environmental responsibility.


Circular Economy or Fossil Economy Rebranded?

The central question is whether current recycled plastic practices genuinely advance the circular economy or simply repackage fossil-based production in greener language.

True circularity would require substantial reductions in virgin petroleum inputs, transparent traceability of recycled materials, and independent verification of emissions data.

Instead, the current system allows plastic that is up to 95% petroleum-based to be marketed as recycled plastic, creating a gap between perception and reality.

Without stricter regulatory oversight, improved certification independence and full life cycle transparency, consumer trust may erode further.

For European consumers and policymakers, the implications are significant. As sustainability claims increasingly influence purchasing decisions, accurate labeling becomes essential.

The recycled plastic debate highlights a broader challenge facing climate policy: ensuring that accounting frameworks do not overshadow material outcomes.

If recycled plastic continues to rely primarily on fossil feedstocks, then emissions reductions and waste management improvements may remain largely theoretical.
