PET Thermoform Recovery Hits Record 264 Million Pounds, but the Recycling Gap Is Getting Harder to Ignore
PET thermoform recovery in the United States and Canada reached a new record in 2024, marking an important milestone for one of the most widely used forms of plastic food packaging.
According to the latest PET Thermoform Market Analysis from the National Association for PET Container Resources, 264 million pounds of PET thermoforms were collected for recovery in 2024. That is the highest volume recorded since NAPCOR began tracking this packaging category.
The figure is significant because PET thermoforms are everywhere in modern food and consumer goods packaging. They are used for fruit and vegetable clamshells, bakery containers, trays, tubs, cups, prepared-food packaging, and other rigid plastic formats. PET, or polyethylene terephthalate, is the same plastic family commonly identified by the number 1 recycling symbol.
But the record recovery number tells only part of the story.
NAPCOR’s analysis also shows a more complicated reality: while more PET thermoforms are being collected, the use of post-consumer recycled PET in new thermoform production has declined. That creates a circularity gap between what the recycling system is recovering and what packaging manufacturers are actually able or willing to use again.
A Record Year for PET Thermoform Collection
The recovery of 264 million pounds of PET thermoforms shows that collection systems are becoming better at capturing trays, cups, tubs, and clamshells alongside PET bottles.
For years, PET bottle recycling has been better established than thermoform recycling. Bottles are easier to identify, sort, and process at scale. Thermoforms, by contrast, can vary more in shape, labels, adhesives, colors, food residue, and material composition.
Despite those challenges, NAPCOR’s latest data suggests that PET thermoforms now represent a growing share of curbside PET bales. That means material recovery facilities are increasingly collecting thermoforms together with bottles and other PET packaging.

Why PET Thermoforms Matter
PET thermoforms play a central role in food packaging because they are lightweight, transparent, strong, and efficient to transport. They help protect fresh produce, baked goods, deli foods, and prepared meals from damage and contamination.
In many cases, packaging also helps reduce food waste, which has its own environmental footprint. A damaged or spoiled food product often represents more wasted resources than the package itself, especially when production, refrigeration, transport, and disposal are considered.
That is why the sustainability discussion around PET thermoforms is not simply about eliminating packaging. It is about making packaging more recoverable, more recyclable, and more circular without compromising food safety or product protection.
The Circularity Gap: Recovery Is Rising, Recycled Content Is Falling
The most important finding in the NAPCOR analysis is not only that recovery reached a record high. It is that recycled-content use did not move in the same direction.
NAPCOR reports that more than 2.05 billion pounds of PET feedstock were purchased by thermoform converters in the U.S. and Canada in 2024. Virgin PET accounted for 79 percent of those purchases.
At the same time, post-consumer recycled PET use in thermoform feedstock declined from 18 percent in 2023 to 12 percent in 2024.
That decline matters because collection alone does not create circularity. A package becomes part of a circular system only when recovered material is successfully processed and used again in new products.
In practical terms, North America is collecting more PET thermoforms, but those recovered materials are still struggling to become a stable, high-volume feedstock for new thermoform packaging.
Why Recycled PET Use Remains Difficult
Several factors explain why recycled PET use in thermoforms remains constrained.
Food-contact packaging has strict performance and regulatory requirements. Recycled content used in packaging for fresh produce, bakery items, or ready-to-eat foods must meet safety and quality standards. It also needs to perform consistently during manufacturing, sealing, transport, refrigeration, and retail display.
Thermoforms can also be harder to recycle than bottles because of contamination and sorting complexity. Food residue, paper labels, adhesives, multilayer structures, and mixed plastic streams can reduce material quality and increase processing losses.
Another issue is infrastructure. Most recovered PET thermoforms are still recycled primarily alongside PET bottles rather than through dedicated thermoform-to-thermoform recycling systems. NAPCOR’s analysis indicates that dedicated post-consumer thermoforms accounted for less than one percent of feedstock purchases for new PET thermoforms.
This means the industry is still far from a mature closed-loop system for thermoform packaging.
Market Pressure Is Complicating the PET Recycling Outlook
The record recovery figure arrives at a difficult time for the North American PET recycling sector.
Domestic recyclers are facing pressure from volatile pricing, weaker demand for locally processed recycled PET, and competition from imported recycled material. Industry groups have warned that several PET recycling facilities have closed in the United States in recent months, reducing domestic capacity and threatening local recycling infrastructure.
This creates a paradox. Policymakers and brands are pushing for more recycled content, but parts of the domestic recycling system are under economic stress. If recyclers cannot operate profitably, collection gains may not translate into stronger local circularity.
For PET thermoforms, this matters because higher recovery volumes need stable end markets. Without buyers for recycled material, collection programs alone cannot sustain the system.
Policy Will Shape the Next Phase
Extended producer responsibility programs, recycled-content mandates, and packaging design rules are becoming more important across North America.
EPR programs generally make producers financially responsible for the packaging they place on the market. Recycled-content mandates require certain products or packaging formats to include minimum levels of post-consumer recycled material. Together, these policies are intended to increase demand for recycled material and fund better collection and processing systems.
For PET thermoforms, policy design will be critical. Regulations that encourage collection without supporting sortation, processing, food-contact approval, and end-market development may not close the circularity gap.
A more effective approach would connect the full chain: packaging design, consumer collection, material recovery facility sorting, reclaiming capacity, food-grade recycled PET supply, and manufacturer demand.
Technology Can Help, but It Is Not a Complete Solution
NAPCOR’s analysis also points to advanced sorting technologies, including artificial-intelligence-enabled optical sortation, as a promising tool for improving PET thermoform recovery.
Better sorting can help distinguish PET thermoforms from other plastics and separate higher-quality material streams. This can reduce contamination and make recovered material more valuable to recyclers and converters.
However, technology alone cannot solve the problem. Sorting improvements need to be matched with packaging design standards, cleaner input streams, investment in domestic reclaiming capacity, and reliable demand for recycled PET.
In other words, AI-enabled sorting can improve the system, but it cannot replace the need for market stability and policy alignment.
What Brands and Packaging Producers Should Do Next
For brands using PET thermoforms, the message is clear: recovery is improving, but recycled-content strategy needs more attention.
Companies should review whether their thermoform packaging is designed for recycling, whether labels and adhesives are compatible with PET recycling systems, and whether they can increase recycled content without compromising food safety or performance.
They should also monitor EPR and recycled-content requirements in the markets where they sell products. As compliance deadlines expand, packaging data will become more important. Brands will need accurate information on material type, packaging weight, recycled content, recyclability, and supplier documentation.
The companies that prepare early will be better positioned than those that treat packaging compliance as a last-minute reporting exercise.
A Milestone, Not a Finish Line
The 264-million-pound recovery milestone is an important achievement for PET thermoform recycling in North America. It confirms that more thermoform packaging is being captured and that the recycling system is paying closer attention to a packaging category that was once overshadowed by bottles.
But the decline in post-consumer recycled PET use shows that collection growth is not enough.
The next challenge is to turn recovered PET thermoforms into dependable recycled feedstock for new packaging. That will require stronger domestic recycling infrastructure, better sorting, smarter packaging design, clearer policy incentives, and more consistent demand from brands and converters.
PET thermoform recovery has reached a record. Now the industry must prove that recovery can become real circularity.
