A fundamental structural crisis has been quietly developing across the European waste management landscape: building local infrastructure to collect and process waste does not automatically guarantee a viable market for the resulting materials. While collection rates across the European Union have expanded over the past decade, European recyclers have faced increasing pressure from cheap, virgin polymers and imported secondary plastics. This dynamic has left local reprocessing facilities underutilized and threatens broader climate targets.
To directly address this structural imbalance, Dutch Producer Responsibility Organisation (PRO) Verpact announced a major evolution of its extended producer responsibility (EPR) policy. Starting in 2027, Verpact will expand its packaging fee-modulation system to grant additional financial rewards to companies that integrate European recycled plastic into their packaging designs. This move shifts policy focus from merely building recycling capacity to actively creating sustained economic demand for secondary raw materials.

The 2027 Dutch Eco-Modulation Expansion

The core mechanism behind Verpact’s updated fee-modulation system follows a straightforward, market-based principle: the higher the proportion of verified recycled material incorporated into packaging, the greater the discount on environmental contributions. Companies placing packaged goods on the market in the Netherlands currently pay eco-modulated fees based on fundamental recyclability and design parameters. The 2027 framework introduces a targeted geographical criteria component that offers a supplementary bonus when recycled inputs originate from EU member states and designated customs territories.
To facilitate operational verification and guarantee origin transparency, Verpact is establishing a Circular Plastic Bank. This centralized clearinghouse and certification platform is designed to seamlessly bridge supply and demand between plastic reprocessors and FMCG brand owners. Brands purchasing certified European recyclate through this mechanism will unlock tier-based fee reductions, transforming voluntary sustainability goals into immediate bottom-line operational savings.  European recycled plastic incentives

Bridging the Demand Gap for European Recyclers

The introduction of targeted financial incentives comes at a crucial operational moment for reprocessors across the continent. European plastic recyclers have suffered from margin compression caused by lower virgin resin prices and lower-cost imports originating outside the EU. Dozens of regional processing facilities have reported operational slowdowns or closures due to a lack of sustained end-market demand.
By using eco-modulation as an economic lever, Verpact’s updated system ensures that selecting local circular materials becomes a financially competitive choice. Modulating fees at the national EPR level establishes a direct price offset, reducing the cost delta between virgin polymers and high-grade European post-consumer recyclate (PCR).

Paving the Way for the EU Packaging and Packaging Waste Regulation

Verpact’s updated rules directly align with broader legislative developments occurring at the European level under the upcoming Packaging and Packaging Waste Regulation (PPWR). The PPWR framework establishes mandatory recycled content minimums across various packaging categories alongside strict circular design guidelines.
By introducing regional sourcing requirements and origin-certified fee reductions ahead of mandatory EU deadlines, the Dutch market serves as a proving ground for future harmonized European EPR schemes. For brand owners, manufacturers, and importers operating within the EU single market, the message is clear: circular design and supply chain verification are moving from voluntary ESG reporting to essential economic compliance criteria.
