Until a permanent safeguards regulation is formally adopted, the European Commission will be able to apply bilateral safeguard measures under the Interim Trade Agreement. Enhanced monitoring will also apply to products subject to tariff-rate quotas.

EU member states can request safeguard investigations, and the Commission is required to keep the Council fully informed of any intended action. These measures ensure a high level of protection for EU farmers and agri-food producers during the transition period.


Economic Impact and Trade Figures

The EU-Mercosur trade agreement will connect two major economic blocs with a strong existing trade relationship. The European Union is Mercosur’s second-largest trading partner in goods, accounting for nearly 17 percent of Mercosur trade.

In 2024, total trade between the EU and Mercosur exceeded €111 billion, with exports reaching €55.2 billion and imports €56 billion. Trade in goods between the two blocs has grown by more than 36 percent since 2014.
