Europe’s Alarming PET Tray Recycling Gap Threatens 2035 Climate Goals

Europe is racing against time to fix its plastic packaging infrastructure. A landmark study released by Forum Rezyklat—conducted alongside the cyclos-HTP Institute, GVM, and the Fraunhofer Institute for Building Physics (IBP)—exposes a severe infrastructure shortfall that jeopardizes Europe’s transition to a circular economy.

While polyethylene terephthalate (PET) trays dominate supermarket shelves for fruits, meats, and ready-to-eat meals, their current recycling rates remain shockingly low compared to other plastic containers.  PET tray recycling gap

The Staggering PET Tray Recycling Gap

Germany leads the European continent as the single largest market for PET trays, consuming roughly 144,000 metric tons in 2024 (out of an estimated 824,000 metric tons across the EU-27). However, Germany currently recycles just 18% of PET trays into new materials. Across all plastic packaging, that benchmark sits at 52%.

├── Food Packaging Trays: 730,000 Metric Tons (88.6%)
└── Non-Food Trays: 94,000 Metric Tons (11.4%)
Under the EU’s Packaging and Packaging Waste Regulation (PPWR), mandatory “Recycling at Scale” standards take effect by 2035. To achieve these benchmarks, Europe will require an input capacity of roughly 697,000 metric tons annually. Present installed processing capacity sits between 235,000 and 250,000 metric tons—leaving a dangerous shortfall of 454,000 metric tons. Closing this gap demands building six to eight large-scale processing plants immediately.  PET tray recycling gap

Total Tray Volume 144,000 metric tons 824,000 metric tons
Food Packaging Portion 121,000 metric tons 730,000 metric tons

Installed Recycling Capacity ~240,000 metric tons 697,000 metric tons/yr
Capacity Deficit ~454,000 metric tons

Key Obstacles to Scaling Up Recycling Infrastructure

Investment in recycling capacity remains choked by market friction. Recyclers face severe financial hesitation driven by three primary economic roadblocks:

  • Volatile Price Spreads: Cheap virgin PET plastic regularly undercut recycled PET (rPET), disincentivizing manufacturers from switching.
  • Irregular Material Streams: Sorting facilities struggle to aggregate consistent, high-purity PET tray streams.

  • Missing Offtake Contracts: Waste processors lack long-term purchase agreements from brand owners to guarantee returns on multi-million-euro facilities.

AI Sorting and Eco-Design Action Plan

The technology required to sort PET trays already exists. Near-infrared (NIR) sensors paired with AI-driven image recognition can isolate PET trays efficiently, yet widespread commercial adoption lags.

Forum Rezyklat advocates for clear “No-Regret” Design-for-Recycling rules that packaging designers must adopt right now:

  1. Eliminate Direct Printing: Avoid printing ink directly onto PET tray bodies; use easily separable components instead.
  2. Switch to Polyolefin (PO) Sealing Films: Ensure top-seal films cleanly separate without contaminating the base PET resin.
  3. Use Small-Area Wash-Off Labels: Ensure adhesive labels detach completely during standard warm-water washing cycles.
  4. Shift to Monolayers: Replace complex multi-layer plastics with single-layer PET to optimize purity.  PET tray recycling gap
Phase 2 of the study is already underway to model technology cost scenarios for 2030 and 2040, equipping industry leaders to bridge the capacity gap before regulatory fines strike.
