Repsol Alba Sines Project Expands European Polyolefin Footprint

Spanish energy and petrochemical group Repsol is nearing the operational launch of two major polyolefin production facilities at its petrochemical complex in Sines, Portugal. Known as the Alba project, this massive expansion represents one of the largest industrial investments in Portugal over the last decade, significantly fortifying Western Europe’s domestic polymer supply chains.

Following formal operational authorization granted by local authorities in early September, Repsol confirmed during its third-quarter financial results presentation on October 29 that the new plants will come online in the coming months. The strategic expansion aims to modernize Repsol’s European manufacturing assets while meeting growing demands for specialized, recyclable polymeric raw materials across global packaging and automotive industries. Substantial Addition to European Polyolefin Capacity

The Alba project adds a combined total of 600,000 tonnes per year of polyolefin capacity to the Sines petrochemical site. The volume is evenly split between two world-scale units:

  • Linear Polyethylene (LPE) Plant: 300,000 tonnes per year dedicated to high-performance flexible packaging, agricultural films, and industrial stretch films.  Repsol Alba Sines project

  • Polypropylene (PP) Plant: 300,000 tonnes per year engineered for specialized applications in automotive components, rigid packaging, and consumer durables.

Both manufacturing lines are designed to yield 100% recyclable polyolefins, aligning Repsol’s polymer portfolio with Western Europe’s increasingly strict circular economy regulations and the EU Packaging and Packaging Waste Regulation (PPWR) framework.  Repsol Alba Sines project

Investment Scope and Infrastructure Upgrades

The overall capital expenditure for the Alba project has reached €820 million, up from the €657 million initially projected when construction officially commenced in March 2023. The budget adjustment accounts for inflationary pressures on equipment and broader scope enhancements designed to optimize site energy efficiency.  Repsol Alba Sines project

In 2021, the engineering, procurement, and construction (EPC) contract for the two polyolefin units was awarded to Italian engineering group Tecnimont, part of Maire Group, under a contract valued at €430 million.

Beyond the chemical processing units, the overall development encompasses critical supporting infrastructure:

  1. Multimodal Logistics Platform: Built to streamline polyolefin bulk storage, packaging, and multimodal logistics for efficient regional and export distribution.

  2. Electrical Substation: Construction of a high-voltage 150/30 kV substation to secure electrical supply stability.

  3. Photovoltaic Integration: Dedicated solar infrastructure to feed renewable energy directly into the industrial complex, lowering the net carbon footprint of production.

Recognizing the strategic importance of the facility to national export capacity and industrial development, the Portuguese government designated the Alba project as a “Project of Potential National Interest” (PIN).  Repsol Alba Sines project

Strong Industrial Financial Performance

The upcoming commissioning of the Sines units takes place against a backdrop of strong financial performance for Repsol. For the first nine months of the year, the group closed with a net profit of €5.006 billion, demonstrating a sharp recovery compared to €1.177 billion reported during the same period in the previous year. Financial metrics highlighted during the Q3 earnings presentation include:

  • Adjusted Net Profit: Stood at €5.419 billion across all corporate operational units.

  • Inventory Value Adjustments: A positive impact of €943 million stemming from crude oil benchmark price movements on inventory valuations.

  • Industrial Division Earnings: Repsol’s industrial segment—comprising refining, chemicals, and trading—delivered an adjusted net result of €3.668 billion, compared to €540 million in the first nine months of the previous year, primarily driven by strong refining margins across European operations.
