The State Duma supported the increase in the volume of PET containers for beer for export

MOSCOW ( Market Report ) – The State Duma Committee on Economic Policy, Industry, Innovative Development and Entrepreneurship recommended the State Duma to adopt in the first reading amendments to the law on the regulation of the alcohol market, allowing the production of beer in PET containers in excess of 1.5 liters for sale for export , Vedomosti reports with reference to the site of the head of the committee Sergei Zhigarev.

PET containers beer Amendments are proposed to be introduced from August 1.

The production of beer in containers of more than 1.5 liters is prohibited from January 1, retail sales from July 1.

The ministry believes that in the current economic situation, the abolition of the ban on the production of beer in packagings of a certain volume intended for export is especially relevant for exporters when promoting their products to foreign markets.

For export, no more than 200 million liters of beer are supplied annually – about 2% of all sales. Baltika (part of Carlsberg) accounts for less than 10% of exports, Efes has 3%, Sun Inbev (daughter AB Inbev) – less than 5%.

And export sales are growing every year.

Production of beer in Russia, according to the Federal State Statistics Service, has fallen since 2010, in 2016 – by 0.4% to 727 million decaliters. Brewers associate this with the strengthening of regulation.

The domestic market has already adapted to the restriction of packaging – consumers switched to smaller plastic bottles, and the share of beer in PET-containers remained at the same level – about half of all Russian sales.

Earlier, the State Duma Committee on Economic Policy, Industry, Innovation Development and Entrepreneurship recommended to adopt in the first reading amendments to the draft law on state regulation of alcohol production and turnover, which allow the production of beer in PET containers with a volume of more than 1.5 liters for export.

Since January 1, 2017 in Russia it is forbidden to produce alcoholic products in PET-tare with a volume of more than 1.5 liters, and from July 1, 2017, its sale is prohibited. But, as members of the committee note, there is a demand for such products abroad. In particular, there is an increase in sales of beer in a 1.5-liter PET package in China, Mongolia, and Belarus.
